How the rate is set, and why it can fall
The distribution rate is computed on-chain from the market premium over backing: R_MAX × clamp((P − 1)/(K − 1), 0, 1), with R_MAX at 0.45% per 8-hour epoch and K = 1.75. When the premium narrows, the rate falls, and it throttles to zero before any NET could become backed by less than 1 USDG. Nobody can override it in either direction.
